Abstract
The development of human capital, as well as the community of persons, is closely linked to the scopes of efficiency and productivity, which confer a widely accepted meaning to the expression “competitiveness of educational systems”. From an analysis of the inspirational principles and of the implementation models of the “Process of Bologna” , that cannot be fully addressed in this essay, it turns out to be necessary to underline the fact that the elaboration and governance of training policies ought to develop a confrontation between themselves and market dynamics, without ever loosing sight of the inclusion of individual differences and of the enhancement of the values of local communities. Entrepreneurship and cooperation, competition, as well as social, economical and political cohesion cannot be disjoint. Within the realm of truly sustainable organizational models aiming at the development of society, the university corresponds a “test bench”, as well as a “litmus test”, for fair and supportive guidelines which are concerned by the construction of the future.
