Abstract
The contribution exemplifies a research proposal developed during the first wave of the pandemic (Covid-19) as an institutional response to the question of how to match the need for safety, care, protection, and distancing in cases of emergency, with the indispensable need for human beings to experience the material space, renew the relationship with nature and manage the ‘trading zone’ between human and non-human (i.e. viruses and the ether). The research proposes the formulation of guidelines for the preparation of “proximity urban welfare management plans” in the phases of outbreak and overcoming of pandemics in order to guarantee the quality of life and the fundamental rights of people to live in safe conditions. The background of this proposal is the idea that a rethinking of the forms of regulation, management, and governance of cities is needed, together with “active caring” flexibility, resilience, and institutional preparedness. The proposal is pre-conceived with the aim of disseminating the idea and the approach and therefore building research partnerships for the implementation of the work.
