Abstract

Why are tertiary education titles in Italy below, on average, more than 16 points above the OECD average (44%), as the OECD Education at Glance 2019 report denounces? And why are they in any case far from 70% of Korea, 60% of Canada and Ireland and almost 60% of Germany? Why has this distance changed proportionately only for insignificant variations in the last 50 years? Why is there no real intervention, neither yesterday nor today, except with indignant and incendiary words, to reverse these structural trends? The article answers these questions from a pedagogical perspective, recalling the policy to its clear responsibility.
