Dall’urbanistica normativa alla città collaborativa: beni comuni e partenariati per la prossimità

Abstract

The article interprets proximity as an urban paradigm that can guide the transition toward equitable and integrated planning models. Building on the vulnerabilities that emerged in the post-pandemic debate and the ongoing structural crises, proximity is understood not as a metric condition, but as a relationship to be constructed among spaces, services, and communities, in balance with supra-local accessibility. The contribution proposes an adaptive and multiscalar urban governance framework grounded in iterative learning, public–private–people partnerships, and horizontal subsidiarity. Within this perspective, the Tuscan experience of Urban Housing Coop.net is examined as an evolution of Social Housing toward an Urban Housing model centered on community welfare. Through concrete cases, the article demonstrates how housing regeneration can activate collaborative networks, generate social value, and build stable infrastructures of proximity.
