Space in between: Progettare l’incontro tra piani urbanistici e pratiche territoriali

Abstract

In recent years, tactical and temporary practices have taken on an increasingly important role in urban regeneration, revealing both potential and fragility when not integrated into ordinary planning. This paper explores the “space in between” urban planning tools and territorial practices, proposing a perspective that reconciles bottom-up approaches with top-down logics. Through the analysis of the Municipality of Milan’s “Piazze Aperte” and “Strade Aperte” programs, it highlights how tactical interventions can function as scalable prototypes, useful for testing reversible solutions and anticipating permanent transformations. The aim is to outline operational margins within the current regulatory framework, leveraging sectoral and regulatory tools as opportunities to integrate the tactical and the strategic dimensions. The expected outcome is a methodological proposal aimed at synchronizing timing, tools, and practices for more flexible and effective urban planning.
