Pianificare senza piano. Trasformazione adattiva nei borghi rurali delle aree interne

Abstract

In the context of Italy’s inner areas, characterized by the obsolescence of planning instruments and by procedural complexity, this paper proposes an interpretation of implicit planning as an adaptive mode of territorial governance. The research adopts a qualitative approach, based on the analysis of a case study considered paradigmatic of rural settlements in the Lazio region, marked by the persistence of an outdated general plan (PRG) and by the ineffectiveness of a plan that was adopted but never approved. The analysis shows how urban transformation develops through a sequence of coherent interventions, activated through successive funding programmes and referable to a non-formalized administrative coordination. It highlights the capacity of local authorities to produce coherent urban configurations through incremental processes, even in the absence of updated planning instruments, while also revealing the limitations and conditions of effectiveness of the current regulatory framework and the need for a more explicit integration of planning within appropriate frameworks.
