Dal principio di conformità al principio di coerenza: un’opportunità per nuove pratiche e progettualità?

Abstract

This paper examines the shift from the principle of conformity to the principle of coherence in spatial planning governance, interpreting this transition as an opportunity to foster new forms of planning practice and as an expression of a renewed meaning of urban action. In this perspective, coherence is not conceived as a mere formal compatibility, but as a substantive criterion capable of linking objectives, strategies, and planning tools, thereby guiding decision-making and planning actions. The study explores the theoretical foundations of the coherence principle and analyzes its implementation within Marche Regional Law No. 19 of 30 November 2023, with particular attention to the method of Co-planning and interinstitutional evaluation (CeVI). Furthermore, the paper highlights the relevance of experimenting with the coherence principle during the transitional phase, two years after the entry into force of Marche Regional Law No. 19/2023.
