Dalla sperimentazione alla regolazione. L’impact housing come infrastruttura adattiva per le politiche abitative

Abstract

The contemporary housing crisis is not merely a matter of supply shortage, but of inadequacy of existing regulatory tools. In contexts marked by underused housing stock and emerging urban vulnerabilities, traditional planning instruments prove insufficient to address growing complexity. This paper argues that bridging the gap between space and housing demand requires ecosystem-based approaches integrating operational experimentation and institutional innovation. Through the analysis of the interaction between Homes4All and Fondazione Impact Housing, the article conceptualises property regeneration, impact finance and impact assessment as components of an adaptive regulatory device grounded in iterative processes of enablement and learning. “Making space” and “giving space” thus emerge as complementary dimensions of a shared transformative strategy.
