Dare tempo alle idee di farsi spazio: Next Use e l’approccio emiliano-romagnolo all’uso temporaneo

Abstract

Contemporary cities are complex ecosystems shaped by challenges such as the reconversion of brownfield areas, ecological transition and the reduction of social inequalities. These conditions call for a rethinking of transformation processes so that they can be truly effective and sustainable. In this context, time becomes a central element and urges a move beyond rigid planning models toward more flexible and experimental approaches. In regeneration processes, the waiting period between project launch and implementation can become an opportunity for collective experimentation. Temporary uses emerge as strategic tools to test new functions, improve the adaptability of plans and involve communities. The article reconstructs the experience of Emilia-Romagna as an integrated framework combining regulation (art.16 L.R. 24/2017), accompanying measures and operational tools, showing how these actions generated useful learning for the evolution of regional policies. Within this pathway lies the digital toolkit Next Use, developed with ART-ER to guide administrations and local activators through all phases of the process and make procedures and practices replicable.
