Il progetto urbano come politica pubblica. Un modello di governance per la promozione della qualità nel progetto di rigenerazione dell’ex Manifattura Tabacchi di Firenze

Abstract

This contribution analyzes the informal practices through which public administrations steer the process of defining privately initiated urban projects. Drawing on selected theories from public policy analysis, it proposes a governance model based on the interaction between formal and informal, technical and political forms of power, organized into iterative phases of mobilization, alliance-building, technical-administrative assessment, and validation. The model is then applied to the case of the former ‘Manifattura Tabacchi’ in Florence, reconstructed through public documents and semi-structured interviews. The case confirms the usefulness of the model for interpreting the urban project as a negotiated process, while highlighting its enabling conditions and limits of transferability.
