This aspect helps to determinate collective identities and memories shared by migrants and natives, as far as hybrid dynamics belonging to different cultures situated in the same urban milieu, are concerned. Central to the concept of multiculturalism is the notion of difference. All models of multicultural cities require categorization of difference at some level. In the Italian society different experiences of local multicultural welfare highlight how local policies on immigration can give effect to the recognition of cultural differences in a given territory, although they can not affect the legal issues as vital as access to citizenship or the right to vote. They consist of a multi-faceted description of the Island, with special attention to its different populations (residents, city users and especially migrants), and of some resulting project proposals. La contronarrazione delle ONG e il caso SeaWatch3 https://oajournals.fupress.net/index.php/smp/article/view/11943 <p class="p1">With the end of Mare Nostrum, the outsourcing of rescue operations and the attempt to europeanise the crisis, the role of NGOs in the SAR area is shifting from a complementary to a fundamental one in rescue operations as a whole. The rapid change in the regulatory framework governing Italian and European actions requires a constant redefinition of their roles and action strategies in the SAR area. A consequence (unforeseen) of their presence has been the criminalization of their activities, which are considered functional with regard to human trackers. The rhetoric of “sea taxis” has produced a change in NGO communication strategy, with a more careful description of their actions to save migrants. The structures of communication have become more complex and professionalized, while a shrewder use is made of social networks in a hybrid system. The SeaWatch3 and Carola Rackete case study is an example of this change in strategy, which involves major personalization of communication, with extended use of the personal stories of migrants, crew and supporters. The case study is conducted with a qualitative methodology that takes into account the press review of 17 national newspapers, self-produced images by NGOs, and the collection of tweets (with NODEXL) during the long phases of the crisis. According to the principle of non-refoulement enshrined in the Geneva Convention (Article 33), in fact, no one may be refused entry at the border without having access to a fair and effective procedure to determine his or her status and protection needs. It is therefore possible to identify a procedural “minimum content” of the right of asylum, which, even before imposing on States specific positive obligations regarding the granting of the benefit, does not allow them behaviours that restrict the freedom of access to procedures, and therefore to the territory of the State, unless participation in the Geneva Refugee Convention is rendered meaningless. In order to indicate this restricted number of people, the definition <em>skilled</em> <em>migrations</em> has been created. This phenomenon denotes the tendency to submit migratory flows to the market rationality. It is based on two fundamental theses. First of all, on the fact that the system of inequalities experienced by Rom people is multidimensional. These dimensions influence each other on a material level and turn the relationship between cause and effect, legitimising widespread prejudice and discrimination against the Rom community. These prejudices are reconstructed also from a historical point of view, and the essay focuses mainly on employment and housing inequality. The second thesis analyzes the system of complex disparities affecting Rom communities within the system of inequalities and discriminations typical of Italian and global society. The scenario involving both types of minors is the context of economic, social and family fragility on which the challenge of inclusion is played – most often <em>missed</em>, in the first case, and, perhaps, <em>future</em>, in the second. The context of analysis is that of a path of mediation experienced in the Brazilian reality. Brazil is a territory with high social stratification that recalls central themes of social and intercultural coexistence. This article examines three of his essays, namely <em>The fall of public man</em> (1977 [2006]), <em>The conscience of the eye. The design and social life of cities</em> (1990 [1992]) and <em>Building and dwelling. Etics for the city</em> (2018), that trace the diachronic development of the evolution of Sennett’s reflection on the city as a whole, on urban living and, in particular, on the global spread of a model of closed, segregated and strictly regulated city. It introduces the critical dimension of the new political economy of cities into the triple helix analytical model to help understand the quality of interactions between the actors involved in those initiatives. To do so, the study investigates how the triple helix works in the field of social innovation: it adopts a comparative approach and reconstructs some urban initiatives promoted by university and other urban actors in the cities of Barcelona, Milan and Venice. This study highlights a new model of action that integrates those presented by rhetoric, i.e., university institutions as key actors in local development processes. The process of interaction between universities and cities is now seeing academics—and not just universities—at the forefront of the search for contexts to transform fields of research into spaces of social intervention and areas of political action, giving a transformative orientation to research. For many years, in fact, academics have cooled their heels in university departments, waiting for the social demand for expert knowledge to offer to the others actors (e.g., industry, government, and civil society); and they are now leaving those departments to participate in the social production of knowledge. On the one hand, this new relationship between university and city confirms the analysis of the influence of universities on the factors of context and agency, while on the other it contrasts with the narrative of the entrepreneurial and commercial university that has been assiduously built over the last twenty years, often by the academic world itself. The relationship between the urban center and the suburbs is complex and has undergone significant changes. If in the years of the building boom the expansions of the major cities included the peripheral centers, today, as a consequence of the urban polycentrism, the urban suburbs recognize to <span class="Apple-converted-space">&nbsp; </span>heir own identity and socio-cultural integrity such as to resist metropolitan homologation despite urban expansion and growth. The paper treats this subject starting from the morphological analysis of urban strategies put in place by the local administrations of Paris and Ivry-sur-Seine.
